From Sept. 20 to Sept. 24, the first Workshop on the Sustainable Development of Chinese-foreign Cooperatively-run Programs and Schools was held at Xi’an Jiaotong-Liverpool University. Prof. LvKangjuan, Associate Dean of SHU-UTS SILC Business School, Shanghai University, was invited to give a key-note speech titled “Teacher Team Construction and Human Resource Management of Chinese-foreign Cooperative Education” during the workshop.

The workshop is targeted the leaders and international affair staff in the universities, as well as government officers who are currently working in or plan to establish the Chinese-foreign cooperatively-run programs or schools. It sets the Xi’an Jiaotong-Liverpool University and SHU-UTS SILC Business School as examples, focuses on the topics such as polices, modes, governance framework, human resource management, student management, university brand construction and government participation, and shares the experience of the board governance framework of the cooperative school as an independent entity, the governance framework of the cooperative school as a secondary college within a university, and the recruitment, assessment and management of international teachers.

In the key-note speech, Prof. Lv introduced the development and achievements of SILC in the past 22 years, and emphasized the reform and innovation of the teacher team construction in the process of SILC transferring into an international first-class business school and going through the ACCSB accreditation. The reform and innovation includes two new rules, joint employment of teachers and classified management of teachers. Joint employment of teachers means the school establishes a Chinese-Australian joint recruitment committee, which could offer joint-employed positions to both Chinese and Australian teachers, either inside or outside the school, as long as the teachers can meet the joint-employment standards. Classified management of teachers means the school classifies teachers into three categories, including SA (Scholarly academics), PA (Practice academics), and SP (Scholarly practitioners), which aims at encouraging the teachers to focus on their specialty and mobilizing their initiative.

The speech given by Prof. Lvinterests the leaders and officers of more than 30 Chinese-foreign cooperatively-run programs and schools from China. They all think the reform and innovation of SILC in the human resource management has a model significance. The long-term practices and positive exploration undertaken by SILC in the field of Chinese-foreign cooperative education have achieved wide recognition and endorsement.
